山崎孝明区長は、江東区役所のお役所仕事を改善できたか。
改善できなかった。
押田文子広報広聴課長から次のような手紙が届いたのである。
「区長へのメール」については、別紙１「区長への手紙の取扱いに関する要綱」の第３条（アンダーラインを引いてあるところです）に基づき実施しております。江東区の「要綱」など、どうでもいいのである。（苦笑）
下の７月３１日付の追記で、私は江東区の対応への不安を述べた。「担当課の上のレベルから指導」の必要性を述べた。
普通ならば、相手の不安に応えようとするはずである。
しかし、押田文子広報広聴課長は、それに一切応えず、次のように言ったのである。
江東区が決めた規則に従って、行動しています。
相手の不安に一言も触れず、江東区の都合だけを述べたのである。
正に、お役所仕事である。

下の追記（７月７日付）の内容を「区長へのメール」に送った。
すると、担当課長から「お詫びにお伺いしたい」との電話があった。
しかし、会って大丈夫なのだろうか。（苦笑）
今まで、お役所仕事を何度も繰り返してきたのである。今回だけが大丈夫であるとは信じがたい。我が家に来ても、またお役所仕事を繰り返すのではないか。とても不安である。
通常、このような場合は、次のような対応をする。
区長室長のような肩書きの人物から連絡がある。
「ご指摘の事実を確認させていただきました。確かに、お役所仕事と言うしかない非常識な対応でした。ご迷惑をおかけし、誠に申し訳ありませんでした。担当課を厳しく指導しておきました。」
担当課の上のレベルから指導が入るのである。そして、その事実を相手に伝えるのである。このような形式ならば、私も比較的安心できる。〈今までの対応とは違うのだろう〉と期待できる。
現在の形式では、お会いするのは不安である。
また、「区長へのメール」を出したのに、担当課が返事をするのは筋が違う。区長（または区長の代理人）が返事をするのが筋であろう。
実は、「区長へのメール」にはシステム上の問題がある。詳しくは、次の文章をご覧いただきたい。
● あなたの区では「区長へのメール｣が区長に届いていますか？（苦笑）
しかし、これは今までになかった対応である。「お詫びにお伺いしたい」と積極的に問題を解決しようとしているのである。この対応は率直に評価したい。
山崎孝明区長は、江東区役所のお役所仕事を改善できたか。ある程度、改善できたのであろう。連絡が無いため想像するしかない。それが大きな問題なのであるが。（苦笑）

山崎孝明区長は、江東区役所のお役所仕事を改善できたか。
改善できなかった。
一昨日、杉本健一課長からの手紙が届いた。次のような文言があった。
「私の返事がなかったとのことで誠に申し訳ありませんでした。」
なんと、これだけなのである。（苦笑）
しかし、これだけでは済まないはずである。
これは、「宿題をやらずに申し訳ありませんでした」と言うだけで宿題をやらないようなものである。「申し訳」ないと思ったら、その時に書くべきだった「返事」を今回の手紙で書くべきである。その時に書くべきだった謝罪（ないし反論）を今回の手紙で書くべきである。
それを一言で済ましてしまっているのである。正にお役所仕事である。
つまり、〈お役所仕事を止めよ〉という趣旨のメールに対して、お役所仕事をし続けているのである。
「区長へのメール」で山崎孝明江東区長に直接訴えても何の変化もなかった。山崎孝明江東区長は、江東区役所のお役所仕事を改善できなかった。
残念である。
こちらとしては、後は、予告したことを粛々とおこなっていくまでである。

先日は、お手紙をいただき、ありがとうございました。
一区民の要請に応じて、区長自らが手紙を出すというのは異例のことでしょう。
もちろん、お手紙の内容には異論があります。しかし、意見の違いを越えて、山崎孝明区長の行為には敬意を表します。公権力を行使する責任者が、公権力を行使する理由を明示する姿勢には敬意を表します。
しかし、不思議なことがあります。山崎孝明区長のお手紙は、江東区役所がお役所仕事で私に迷惑をかけていることに一言も触れていないのです。
私は次の文章でお役所仕事の悪さを批判しました。

また、担当課にも再三お役所仕事を止めるように申し入れをしました。
しかし、いまだにお役所仕事が改善されないのです。
これは誠に不思議なことです。山崎孝明区長は、区民の意見に耳を傾ける姿勢がある方のようです。それなのに、私のお役所仕事批判に一言も応えない。また、お役所仕事自体も全く改善されない。不思議です。
もしかしたら、江東区役所のお役所仕事の実態を山崎孝明区長はご存じないのかもしれません。つまり、杉本健一課長から、情報が山崎孝明区長に上がっていないのかもしれません。
それならば分かります。この場合も、もちろん、山崎孝明江東区長には管理責任はあるでしょう。しかし、役所は大きな組織です。なかなか変えるのは難しいものです。私も、直接、江東区役所とやり取りして実感しました。実態が分かった時に、変えていけばよいのです。
上のように考えましたので、この手紙は担当課を通してではなく、ホームページの「区長へのメール」からお送りさせていただきます。

この文章は実験の文章です。政治家が、お役所のひどい対応を変えられるかどうかの実験です。
なぜ、役人はお役所仕事を繰り返すのでしょうか。役人は、評価にさらされていないからです。区民に対してお役所仕事を繰り返しても、彼らは損をしないのです。言い換えれば、区民に向き合うインセンティブがないのです。ですから、担当課に何度言っても、対応が改善されないのです。
しかし、政治家は役人とは違います。政治家は評価にさらされるからです。政治家には選挙があるのです。区民に向き合うインセンティブがあるのです。
ですから、役人自身では解決できない問題も、政治家ならば解決できるはずなのです。山崎孝明江東区長に期待します。
