今回の参院選で、門真市議の戸田ひさよし氏は斬新な運動を実行した。
次の文章で紹介した。
● 【戸田ひさよし氏がブロガーへ呼びかけ】「あなたのブログで『特定候補者への投票呼びかけ』を実行しよう」
この「呼びかけ」に応えて、多くの人が「特定候補者への投票呼びかけ」をおこなった。
● ネット選挙活動規制を今私達が突破する！「自由言論戦士」大特集
この結果はどうなったのか。
何の「お咎め」もなしである。
総務省・選管・警察は、何をしているのだろうか。
このような行為を「公職選挙法違反である」と主張し続けてきたのである。
それならば、取り締まるべきであろう。
なぜ、何の行動も起こさないのか。
誠に不明朗である。
この運動は次のような特徴を持っている。
１ 意図性 …… 戸田氏は「ネット選挙活動規制を突破する」という意図を持って呼びかけている。参加者も、その意図に賛同した者である。
２ 公開性 …… この運動はホームページ上でおこなわれている。しかも、アクセス数ナンバー１の有力ホームページ上でおこなわれている。戸田氏のホームページは、市議ホームページの中でもっともアクセス数の多いホームページなのである。
３ 大規模性…… 戸田氏の呼びかけに応じて、多くの者が運動に参加した。
この行為を取り締まらずに、何を取り締まるのか。
当局の側から見れば、「意図性」は「悪質性」である。気づかずにおこなってしまった行為より、「意図」しておこなった行為の方が「悪質」なのである。
「公開性」により、「知らなかった」という言い訳が使えなくなる。おおっぴらにおこなわれた行為なのである。「知らなかった」では済まされない。
「大規模性」は「影響性」である。小規模の行為より、「大規模」な行為の方が、社会に対する影響が大きい。
つまり、本来、取り締まる必要性が高い行為なのである。
この行為を取り締まらないならば、何も取り締まれなくなる。
これは、事実上のネット選挙「解禁」宣言である。
「ネット選挙活動の取り締まりはしません」と宣言したも同然なのである。
当局は、「解禁」宣言を出すつもりなのだろうか。
出すつもりが無いならば、今からでも遅くはない。
きちんと取り締まったらどうだろうか。（笑）

彼らには、取り締まれない理由がある。「摘発」できない理由がある。

現状で〈安定した世界〉が成立している。
しかし、「摘発」することによって、〈安定した世界〉が壊れてしまう。
「摘発」して裁判になったら、却って彼らは困るのである。〈安定した世界〉が壊れてしまうのである。

This was a seriously quite very good post. In theory I’d prefer to create like this also - getting time and actual effort to make a good piece of writing… but what can I say… I procrastinate alot and by no means seem to obtain one thing done.
