インターネット選挙が実現しない。
しかも、もう７年も前から問題になっていたのにもかかわらずである。
なぜ、インターネット上での選挙活動は実現しないのか。世界は変わらないのか。
次のような簡単な原理で説明できる。
世界は、なるようになったものである。
こう言い切っただけでは、誤解を招くであろう。
次のように言いかえておこう。
世界とは、関係者が影響を与え合い安定した一点である。
安定した一点だから変わらない。
多くの関係者がお互いに影響を与え合い、ある一点で安定する。一度、安定すると、変化させるのは難しい。
インターネット選挙の場合、どのように安定しているのか。
まず、候補者の立場から考えてみよう。なぜ、彼らは選管・警察の「公職選挙法に抵触する。」という「警告」に従うのか。面倒だからである。安全策を採るからである。
それが原因で当選が無効になったら大変である。「そんな訳はない。」と思っても、念のため従っておく。次に、総務省・選管・警察の立場から考えてみよう。選管・警察は、なぜ、「警告」するのか。「警告」に従う候補者がほとんどだからである。
では、なぜ、「選挙期間中もＨＰ断固更新！」と書いて更新を続けるホームページを「摘発」しないのか。面倒だからである。
裁判は面倒である。また、裁判になったら、負ける可能性がある。（総務省の法解釈は、一度も司法の判断を受けていないのである。）負けてしまっては、面子が丸つぶれである。法的根拠がない状態で、間違った「行政指導」をしていたことが明らかになってしまう。
また、実は、彼ら自身もホームページの利用がそれほど悪いとは思っていないのである。警察官は、自分の子供に自信を持って言えるだろうか。「お父さんは、選挙期間中にホームページを更新した極悪人を取り調べているんだよ。」
そんなことは、とても言えない。
警察も重大事件を摘発したいのである。例えば、買収事件などを摘発したいのである。
だから、明白なホームページ利用の事例も、見て見ぬふりをするのである。
そして、彼らは、時間稼ぎをしているのであろう。公職選挙法が改正されるのを待っているのであろう。公職選挙法が改正されれば、問題自体がなくなるのである。最後に、国会議員の立場から考えてみよう。なぜ、彼らは公職選挙法を改正しないのか。なぜ、インターネットが選挙に利用できるという規定が明確にある法律にしないのか。実は、現在の議員の多くはインターネットが苦手なのである。選挙においても、インターネットを利用しないで議員になった者が多いのである。法律を改正すると、自分が不利になるのである。だから、そのような法律はあまり作りたくないのである。
こう見てみると、この状態で安定していることが分かるであろう。このような安定した状態だから、７年の長きにわたって変わらなかったのである。
お互いに影響を及ぼし合い、一点で安定する。
それが世界である。
この安定を崩すのは難しい。
では、安定した一点を崩すためには何をしたらいいのか。このような安定は、どのように崩れるのか。

山岸氏は、文化を次のように捉える。
心と行動のあいだの相互依存関係が生み出す相補均衡

一般に、私達は、文化の違いを「心」の違いと捉えている。
それに対して、山岸氏は、文化の違いを「相補均衡」の違いと捉える理論を提唱したのである。
